The West Virginia Department of Education realizes the equity issues surrounding technology access and remote learning. The COVID-19 pandemic and subsequent disruption of the school year shed additional light on the issues facing families as many struggled to find adequate technology options and counties worked to deliver instruction through remote learning.

Technology alone will never replace the relationships established by effective teachers in the classroom. However, its role cannot be overstated as we move to integrate higher levels of technology into the learning process. In addition to equity and access to technology, the digital divide has limited the ability to identify and provide services to support the social-emotional needs of students and their families. The information available on these pages will serve as a framework for the upcoming school year.
