Observation or Clinical Experience Permit (Out-of-State IHE)
Summary of Requirements
Use this form to request an observation or clinical experience in the West Virginia public school system if you are enrolled in an out-of-state college or university.
Be physically, mentally, and emotionally qualified
Have official recommendation from the county Superintendent, designated college official and designated West Virginia Higher Education Policy Commission official
Please note: if applying for clinical experience, you must also submit a Form 24.
Education Requirements
To apply, you must:
Be enrolled in a regionally accredited state-approved teacher education program from a state other than West Virginia
Have a minimum overall cumulative GPA of 2.5
Have passed testing as required by the state in which the applicant’s college or university is located
You must be in good standing and have completed all program requirements including all required tests, if applicable (Praxis or state-specific), prior to commencing listed experience(s). The college or university and school district must have a current agreement for the placement.
