The Form 25C application verifies the completion of a county-based alternative certification program.

Before You Apply

To convert an Alternative Teaching Certificate to a  Provisional Teaching Certificate, you must have:

• A valid Alternative Teaching Certificate 
• Recommendations from your employing school district Superintendent, principal and an additional member of the professional support team
• Completion of an approved West Virginia Board of Education county-based alternative certification program
• Have passed West Virginia Board of Education-required Praxis exams
• A Form 20P application must be submitted in conjunction with the Form 25C application

General Requirements

To apply, you must:

• Be a U.S. citizen or hold eligible documentation (see Policy 5202, Minimum Requirements for the Licensure of Professional/Paraprofessional Personnel and Advanced Salary Classifications)
• Be at least 18 years old
• Be physically, mentally, and emotionally qualified
• Have recommendation from the county Superintendent
• Hold a bachelor’s degree with a qualifying GPA from an accredited college or university
• Have completed a state-approved alternative program or pathway
• Have passed West Virginia Board of Education-required Praxis exams
