A Restricted Short-Term Substitute permit allows individuals in a county with a critical need shortage waiver on file to substitute teach for up to 10 consecutive days. Use this form to renew your permit. This permit is valid for one (1) year.
Before You Apply
Verify with your employer which substitute form you should complete. Prior to applying for this certification, you must:
Receive approval of employment from a county school system.
Complete the substitute training course through the county or through the WVLearns site.
Be aware of the requirements to hold a Substitute Permit, including review of your official college or university transcript by the employing county.
Hold the required degree for the type of permit you seek, with the required GPA, if applicable.
Be physically, mentally, and emotionally qualified.
Be applying in a county with a critical need shortage waiver on file.
Hold a valid or expired West Virginia Restricted Short-Term Substitute Permit.
Have recommendation from the county superintendent
Education Level
Have an associate’s degree, or 60 college credit hours, or 90 quarter hours, from a regionally accredited college or university.
Have a minimum cumulative GPA of 2.0.
Required Training
Choose which option is best for you.
Option 1: Twelve (12) clock hours of substitute teacher renewal training approved by the employing county or available through our eLearning platform.
This must occur before you receive the permit being renewed and within five (5) years of application.
Option 2: Six (6) semester hours of coursework related to the public school program on an official transcript.
This must occur before you receive the permit being renewed and within five (5) years of application.
