Use Form 28 to apply for a Temporary Renewable Teaching Certificate if you have an unrestricted, expired teaching certificate from another state that is equivalent to a West Virginia Professional Teaching Certificate.
This certificate is valid for one (1) year. You may renew up to two (2) times for a total of three (3) years.
General Requirements
To apply, you must:
Be a US Citizen or hold eligible documentation (see Policy 5202)
Be at least 18 years old
Be physically, mentally, emotionally qualified, and of good character
Hold a minimum of a bachelor’s degree
Have a minimum overall cumulative GPA of 2.5
Possesses an expired out‑of-state certificate issued without restrictions, equivalent to a West Virginia Professional Teaching Certificate
Be a full-time employee of a West Virginia public school system
Have recommendation from the county superintendent
Please have your college or university email official transcripts to our office (cert.transcripts.wvde@k12.wv.us). Transcripts must be received from the college or university, and not the applicant.
Renewal
To renew your certificate, you must:
Obtain successful evaluations for each year taught under the Temporary Certificate within the West Virginia Educator Evaluation System with an earned performance rating of Emerging or above
Be a full-time employee of a West Virginia public school system
Have recommendation from the county superintendent
