The Short-Term Substitute Permit Renewal (Form 2SR) allows individuals who do not hold a professional certificate to renew their permit to substitute day-to-day in any position for up to 30 days. This permit is valid for three (3) years.
You must meet the following qualifications prior to applying for this certificate.
Receive approval of employment by a county school system.
Complete the renewal substitute training course through the county or through the WVLearns site.

General Requirements
To apply, you must:
Be a U.S. citizen or have eligible documentation (see Policy 5202)
Be at least 18-years-old
Be physically, mentally, and emotionally qualified
Be employed in the West Virginia public school system
Have recommendation from your county superintendent
Hold a valid or expired West Virginia Short-Term Substitute Permit, expired West Virginia Professional Teaching Certificate, or Out-of-State Professional Teaching Certificate that has not been expired for more than five years
Training Requirements
Choose the option that is best for you.
Option 1: Twelve (12) clock hours of substitute teacher renewal training approved by the employing county or available through our eLearning platform
This must occur before you receive the permit being renewed and within five (5) years of application
Option 2: Six semester hours of coursework related to the public school program on an official transcript
This must occur before you receive the permit being renewed and within five (5) years of application
Option 3: Hold a valid West Virginia Professional Teaching Certificate with endorsements in another area.
