If you are not currently employed by a West Virginia county school system, and have not been employed by a county school system within the past 12 months, you must submit a Character Reference (Form 4B) with your application.
Form 4B, in most cases, can be submitted in place of a superintendent recommendation if you are not currently employed or recently employed within the West Virginia public school system. It must be submitted before any other application can be processed. Ask someone who is not a relative or a housemate to fill out one column in the second section of the form:
If you worked in education in the last year
A former supervisor must sign the "Recommendation Based Upon Educational Experience" column.
If you did not work in education in the last year
Someone who has known you for at least a year must sign the "Recommendation Based Upon Non-Educational Experience" column
