Adult Permit Endorsed for Emergency Medical Services and Fire Service
Summary of Requirements
A permit issued to individuals teaching EMS or fire service content to adults.

Full Requirements
Initial Application
The initial application is valid for five (5) years. To apply, you must:
- Be a U.S. citizen or hold eligible documentation (see Policy 5202)
- Have good character
- Be at least 18 years old
- Be physically, mentally, and emotionally qualified
- Have a minimum of a high school diploma, a state-approved high school equivalency diploma, or a degree, if applicable, through an accredited college or university.
- Hold four (4) years of recent volunteer or paid work experience—may include emergency room or emergency medical care—beyond the training period in the occupation to be taught
- The Fire Service endorsement requires holding four (4) years of volunteer or paid work experience in the field of fire service.
- Successful completion of the EMT field-based experience and completing a Department-approved instructor course
- Fire Service endorsement requires completing an approved instructor training program and successfully completing the field-based experience in fire instructor training. You must also provide verification of completion of required training in firefighting and hazardous materials.
- Must hold a current West Virginia EMT, West Virginia Paramedic Certification, or National Registry EMT or Paramedic license
- Must hold a valid CPR instructor certification
- The Fire Service endorsement requires holding a current CPR certification and a First Aid or Advanced EMS certification.
- Must have test scores reflecting a minimum of 85% on a Department-approved examination(s)
- Be employed by, and receive the recommendation of, the employing county superintendent, Educational Service Cooperative, Multi-County Vocational Center Director, West Virginia Schools of Diversion and Transition superintendent or the Office of Adult Education Director
Renewal
- The renewed permit is valid for five (5) years. To apply, you must:
- Have completed 30 hours of teaching activity in EMS or related courses subsequent to the issuance of the license being renewed
- The Fire Service endorsement requires completing 30 hours of teaching activity in an approved fire service or related course subsequent to the issuance of the license being renewed.
- Have attended at least three (3) approved instructor seminars subsequent to the issuance of the license being renewed
- Must hold a valid West Virginia EMT, West Virginia Paramedic Certification, or National Registry EMT or Paramedic license
- Must hold a valid CPR instructor certification
- Be employed by, and receive the recommendation of, the employing county superintendent, Educational Service Cooperative, Multi-County Vocational Center Director, West Virginia Schools of Diversion and Transition superintendent or the Office of Adult Education Director
