First Class Full Time Permit or Career and Technical Education Substitute Permit for Career and Technical Education
Summary of Requirements
The First Class Full Time Career Technical Education Permit is issued to an individual to work as a career and technical education teacher in the West Virginia public school system if the applicant has not completed a career technical education teaching program. This form requires commitment to enroll in, and complete, the career and technical education program while teaching as required by the West Virginia Board of Education. This form also allows for Career and Technical Education Substitute Permits for individuals to work as a career and technical education substitute teacher.

Full Requirements
Initial Application
The First Class Full Time Permit is valid for one (1) year and the Substitute Permit is valid for three (3) years. To apply, you must:
- Be a U.S. citizen or hold eligible documentation (see Policy 5202)
- Have good character
- Be at least 18 years old
- Be physically, mentally, and emotionally qualified
- Have a minimum of a high school diploma or higher education degree as identified within the Career and Technical Education Endorsements and Testing Manual
- Have educational or non-educational work experience as identified within the Career and Technical Education Endorsements and Testing Manual
- Submit a Professional Commitment verifying your enrollment, or intent to enroll, in the approved career and technical education teacher preparation program
- The Career and Technical Education Substitute Permit requires successful completion of qualifying substitute teacher training as described in Policy 5202.
- Have industry-recognized credentials as identified within the Career and Technical Education Endorsements and Testing Manual
- Have met basic skills proficiency through appropriate, required exams (as required by the West Virginia Board of Education) or exemption as identified in Policy 5202 or the Career and Technical Education Endorsements and Testing Manual
- Be employed within the West Virginia public school system.
- Receive the recommendation of the employing county superintendent, education service cooperative, Multi-County Vocational Center Director, or the Superintendent of the West Virginia Schools of Diversion and Transition
- There must be verification that you are the most qualified candidate for the position and you have been hired for the position. Recommendation from the designated official at the state-approved career technical education program is required for the First-Class Full Time Permit.
Renewal
The First Class Full Time Permit renewal is valid for one (1) year and the Substitute Permit renewal is valid for three (3) years. To apply, you must:
- Have a 3.0 GPA for all coursework submitted for renewal
- Have verification by the designated college or university program representative that you have completed six (6) semester hours of college/university credit reflecting a 3.0 GPA (on official transcripts) within the college or university's state-approved program for the First Class Full Time Permit.
- The Career and Technical Education Substitute Permit requires successful completion of qualifying substitute teacher training as described in Policy 5202.
- Hold industry-recognized credentials as identified within the Career and Technical Education Endorsements and Testing Manual.
- Be employed within the West Virginia public school system
