If you are not currently employed by a West Virginia county school system, and have not been employed by a county school system within the past twelve (12) months, you must submit a Character Reference (Form 4B) with your application.
Form 4B, in most cases, can be submitted in place of a Superintendent recommendation. It must be submitted before any other application can be processed.

If this is your first time applying for a certification with the Department, you will need to complete Form 4B as part of your initial application. Follow the instructions for first-time applicants.

Request an individual not related to, nor living in your household, to complete one column in the second section of the form:
If you have been employed in an educational position in the last year, the "Recommendation Based Upon Educational Experience" column will need to be signed by a former supervisor.
If you have not been employed in an educational position in the last year, the "Recommendation Based Upon Non-Educational Experience" column will need to be signed by someone who has known you for at least a year. They cannot be a relative or someone you live with.
