Principal Leadership Program Eligibility (SB 899)

To apply, you must: 

• Be a U.S. citizen or hold eligible documentation (see Policy 5202)
• Be at least 18 years old
• Be physically, mentally, and emotionally qualified 

Candidate Eligibility

• At least 15 years of teaching experience entirely within one eligible programmatic level: 
  • PK-5 (Elementary)
  • 6-8 (Middle School)
  • 9-12 (High School)
  • Please note: The 15 years of experience may not be combined across programmatic levels.
• A valid West Virginia professional teaching certificate.
• Current employment in a West Virginia public school.
• A conferred master’s degree from an accredited institution.
• Successful completion of the MSESC Principal Leadership Program.
• Recommendation by MSESC upon completion of the program.

Application Process 

• County eligibility review
  • County officials verify that the candidate meets all eligibility criteria, including 15 years of teaching experience within a single programmatic level.
• MSESC candidate application
  • The county Superintendent completes the Educational Leadership Training Candidate Application Form (only available from MSESC) and sends it to MSESC.
• Form 19E submission
  • The candidate submits Form 19E, available on the WVDE Certification website, to the county personnel office. The county HR/personnel office uploads the completed form to the WVDE Office of Certification.
• Application payment 
  • After county officials determine that the candidate meets the eligibility criteria, the required application payment is submitted through the WVDE certification payment system.
