Renewing a Long-Term Substitute Permit and Adding a New Endorsement to a Long-Term Substitute Permit Simultaneously

Form 2LE allows individuals to add a new endorsement to and renew their existing long-term substitute permit at the same time. This permit is valid for three (3) years.

Before You Apply

You must:

• Hold a valid or expired West Virginia Long-Term Substitute Permit
• Be employed in the West Virginia public school system
• Complete the initial substitute training course through the county or through the our eLearning platform (WVLearns)
• Ensure your official transcript has 12 credit hours of coursework with a grade of “C” or higher in the area(s) of specialization you are seeking to add to your existing long-term substitute permit.
  • Your county can submit your official transcript or you can email your official transcript to cert.transcripts.wvde@k12.wv.us. We only accept emailed transcripts from the college or university

General Requirements

To apply, you must:

• Be a U.S. citizen or have eligible documentation (see Policy 5202, Minimum Requirements for the Licensure of Professional/Paraprofessional Personnel and Advanced Salary Classifications)
• Be at least 18 years old
• Be physically, mentally, and emotionally qualified
• Be employed in the West Virginia public school system
• Have recommendation from your county superintendent

Endorsements

Endorsement coursework must meet one of the following:

• Have 12 semester hours of coursework with a grade of C or higher (minimum cumulative GPA of 2.0) directly related to the endorsement area
• Submit a passing score on the appropriate West Virginia Board of Education-required content assessment, or
• Hold an expired West Virginia Professional Certificate or a valid/expired Out of State Professional Teaching, Student Support, or Administrative Certificate endorsed for the specialization(s) that currently do not appear on the Long-Term Substitute Permit
  • Your county can submit your official transcript or you can email your official transcript to cert.transcripts.wvde@k12.wv.us. We only accept emailed transcripts from the college or university. 

Required Training

You must meet one of the following options:

• Completed 18 clock hours of initial substitute teacher training approved by the employing county or through our eLearning platform (WVLearns)
• Completed a State Board of Education-approved clinical experience within one (1) year of applying 
• Have one of the following:
  • An expired West Virginia Professional Certificate
  • A valid/expired Out-of-State Professional Teaching, Student Support, or Administrative Certificate that has been expired less than five (5) years
