Non-United States citizen to a United States citizen
The form 65 is an application for non-United States applicants, who meet the qualifications to hold a Professional Teaching Certificate, to convert from a teaching permit to a teaching certificate by providing proof of United States citizenship. To apply, you must:
Hold a teaching permit for a non-United States citizen
Non-transferable Professional Teaching Certificate to a transferable Professional Teaching Certificate
The form 65 is also an application for applicants holding a non-transferable Professional Teaching Certificate to convert to a transferable Professional Teaching Certificate by meeting requirements contained in Policy 5202.
You must provide proof of five (5) full years of teaching experience in the West Virginia public school system verified by your county of employment or must provide proof of passing the edTPA.
You must meet teaching certification requirements as contained in Policy 5202.
Be physically, mentally, and emotionally qualified
Provide required documentation for conversion
Hold a bachelor’s degree with a qualifying GPA from an accredited college/university or international credentialing agency
