Instructional Resources Criteria

In order to be considered a primary instructional resource, the resource must meet:

• 100% of the Non-negotiable Criteria,
• a minimum of 80% of the General Criteria, and
• a minimum of 80% of the Specific Criteria. 

All primary instructional resources must include an interactive, digital component for students and may be all-digital or online. 

The criteria for the primary instructional resources can be found in the charts below.

Publishers

Publishers are required to submit a criteria spreadsheet for each of their materials to be considered as a primary instructional resource. These criteria spreadsheet should be submitted to WVDE as soon as possible, according to the specified timeline.

Vendors

Vendors may request a state-level cursory review of their primary resources. The request is made within the registration system.

County School Districts

Use the criteria spreadsheets linked in the tables below to review and evaluate the instructional resources for each grade level/course. Counties may use a state-level cursory review to inform the review at the county level.
