  • General Requirements: US Citizen; good character; age 18 or older; physically, mentally, and emotionally qualified.
  • Education Level: School Counselor requires master’s degree in school counseling. School Nurse requires a bachelor’s degree in nursing with successful completion of an accredited School Nurse Program or a master’s degree with either a valid national certification in school nursing from the National Board for Certification of School Nurses, Inc. or a valid national certification in an area recognized by WVDE for School Nurse that includes, but is not limited to:  school nurse practitioner, pediatric nurse practitioner, family nurse practitioner, clinical specialist in community health nursing, clinical specialist in child and adolescent psychiatric and mental health nursing,  or advanced nursing administration. School Psychologist requires an approved master’s degree in a field related to education.
  • Grade Point Average: Minimum overall cumulative GPA of 2.5 for a bachelor’s degree OR minimum overall cumulative GPA of 3.0 for a master’s degree
  • Credential: A valid Registered Nurse (R.N.) license issued by the West Virginia Board of Examiners
  • Testing: Refer to the Licensure Testing Directory and Policy 5202 for WVBE testing requirements
  • Employment Required: No
  • Official Recommendation: Superintendent or Form 4B and the designated college official recommendation is required.
  • Official Transcripts (when applicable): To send official transcripts to our office electronically, please have those sent to cert.transcripts.wvde@k12.wv.us. If you select to send them electronically, they must be sent directly from the institution to our office to the aforementioned email address.

Electronic Application Instructions:

Step 1: If you have never held or been issued a license/certificate from the WVDE, you are considered to be a first-time applicant and you must follow these directions for first time applicants before initiating an electronic application.

Step 2: If this is your first time submitting an electronic application through the WVDE Certification Portal, you will need to register. As part of the registration process, you will be prompted to either use an existing webtop account if you have been employed in the West Virginia school system or register to create a webtop login.

Step 3: Once you have completed the registration process and have a webtop account, you may submit an electronic application.

Step 4: Depending on your employment status with a WV educational system, or if institutional verification is required, you may be able to proceed to payment at this time. If your application requires county/institutional approval, you will receive an email notification once it is completed so that you may proceed to pay for your application.

Step 5: When the application is ready for payment, you will receive an e-mail notification with instructions for online payment. Applications will not be processed by the Office of Certification until the online payment has been processed. Applicants may follow and review the status of their application via the certification portal.
