Assessments for Nonpublic and Homeschool Students

West Virginia General Summative Assessment (WVGSA) & the SAT School Day

West Virginia allows students who are homeschooled or enrolled in nonpublic schools to participate in statewide assessments. The information below explains how instructors can register students, what documentation is required, and the timelines for participation.

Homeschool Students

Homeschool instructors do not register students directly with the West Virginia Department of Education (WVDE). Instead, they must:

• Contact the County School System - Reach out to the county school system in which the student resides and request to speak with the County Test Coordinator.
• Coordinate Testing Arrangements. The County Test Coordinator will provide:
  • Available testing windows
  • Testing locations
  • Required documentation
  • Any additional procedures specific to the county

Homeschool students participate under county oversight, and all scheduling and administration decisions are made at the county level.

Nonpublic School Students

Nonpublic schools may request participation in the WVGSA and/or SAT School Day. Participation is not automatic and must be approved by the WVDE Office of Assessment.

Submit a Participation Request

• Nonpublic schools must submit a request by the posted deadline using the online form linked on this page. All requests are reviewed by the WVDE Office of Assessment for approval.
• Nonpublic schools must submit their participation request using the Nonpublic School Participation: West Virginia Measures of Academic Progress - SY2026-27 form.

Provide Required School Information 

The participation request form will ask for:

• School name
• School location/address
• Primary contact information
• Testing staff list (see requirements below)
• Any planned out‑of‑school days or spring break dates to assist with scheduling

Staff Requirements

Nonpublic schools must identify all staff who will administer the WVGSA or SAT School Day. Staff must:

• Hold a valid West Virginia teaching license
• Attend required training
• Follow all state testing security and administration procedures
• For SAT School Day, schools will be asked to designate:
  • School Coordinator
  • Backup School Coordinator
  • Services for Students with Disabilities (SSD) Coordinator
  • All additional test administrators.

Approval & Next Steps

Once reviewed:

• Schools will receive confirmation of approval or follow‑up questions from the WVDE Office of Assessment.
• Approved schools will receive instructions for training, materials, student registration, and testing schedules.
