Four members must be parents of students with special needs.
The council must also include at least one person with a disability, a special education teacher, a state education official, a local education official, and a special education program administrator.
No more than two members can work for the state government.
Members usually serve three‑year terms, and each year, one‑third of the members’ terms end, and new members are chosen.
All council members must live in the state and have the training or experience needed to help the council do its work.
