To conduct official business, the advisory council must have at least six members present, which forms a quorum. The council is required to hold at least four meetings each year, with dates set by the chairperson. Additional meetings may be scheduled if the chairperson calls one or if six members request it.
Regular meeting times are Thursdays from 6:00–8:00 p.m. and Fridays from 9:00 a.m.–12:00 p.m. unless noted in the schedule below. Meetings are typically held throughout the state to make it easier for parents and the community to attend.
All meetings must be announced to the public at least ten days in advance, including the time, place, and agenda topics. Meetings must be open for the public to attend. The council is also required to keep official written minutes of every meeting, and these must be provided to the public upon request.

Participation in these meetings offers the opportunity to raise questions, voice concerns, and provide direct input to school leaders who help influence policy and program decisions at the local level. In addition, parents and the community gain greater understanding regarding the education of students with exceptionalities.
