State Leadership

Specific responsibilities include the following.

Policy Implementation

This includes ensuring alignment with the Third Grade Success Act and West Virginia’s Comprehensive State Literacy Plan (CSLP). We determine allowable uses of funds, monitors fiscal compliance, and determines the duration/renewal processes for state support.

Capacity Building and Professional Development

This includes:

• Developing and disseminating statewide guidelines, coaching frameworks, and technical assistance structures for effective literacy and numeracy coaching
• Providing initial training and ongoing professional learning for all WVImpact+ coaches, including content on the Science of Reading and evidence-based math practices
• Facilitating onboarding for new coaches, and linking districts with vetted external partners or resources as needed

Program Oversight and Support

This includes:

• Offering continuous technical assistance and regular communication to regional support staff and districts
• Monitoring implementation fidelity and coaching effectiveness using state-defined metrics and data (e.g., coaching logs, teacher growth measures, student literacy/numeracy outcomes)
• Providing evidence-based guidance, tools, and feedback to adjust strategies as needed for continuous improvement

Statewide Coordination

This includes:

• Ensuring multilevel alignment by connecting WVImpact+ with other state initiatives and maintaining clear communication channels
  • This helps regional specialists, district leaders, and school staff share a common vision in addition to fostering cross-district collaboration (e.g., communities of practice for coaches)
  • This also assists in supporting a systematic evaluation of WVImpact+ to inform and sustain successful practices over time
