Compacts have been signed by a variety of partners since 2011. An updated Common Ground Partnership Compact was signed on November 12, 2024.
Government, community, and military-based partners work together on activities to enhance education and help students pursue education, employment, and/or enlistment upon graduation.

Empowering educators with resources and programs to enhance instruction, cultivate leadership skills, and foster a well-educated, civically engaged workforce.
Encouraging educational leaders to create a climate and culture that meets the unique needs of military-connected children and their families.
The West Virginia Department of Education, in collaboration with the Common Ground Partnership, will host events throughout the state recognizing students committing to military service in the United States Armed Forces.
The WV Board of Education highlighted support for military children during the Month of the Military Child, alongside educator initiatives and school safety updates.
