CHARLESTON, W.Va. – Members of the West Virginia Board of Education (WVBE) unanimously voted Miller Hall to serve as President during its July meeting. Hall was appointed to the Board in 2017 by Governor Jim Justice, and has served as Vice President since 2018.
Miller Hall was born and raised in Beckley, West Virginia, and graduated from Woodrow Wilson High School in 1971. He earned a bachelor’s degree from Fairmont State College (University); and two master’s degrees from the West Virginia Graduate College (Marshall University). Hall later returned to Woodrow Wilson and taught social studies, served as Dean of Boys, assistant principal and later as principal. He served in the latter capacity for ten years. In 1999, Hall was promoted to the Raleigh County Central Office as Director of Pupil Services, before moving to Director of Secondary Schools and lastly the position of Assistant Superintendent of Support Services.
“President Hall has long been an advocate for the school system playing a role in addressing the needs of the whole child,” said West Virginia Superintendent of Schools W. Clayton Burch. “I am looking forward to continuing to work closely with him as we tackle the uncertain landscape that the COVID-19 pandemic has created and ensuring that every child can depend on their school system for that one caring adult. He is the epitome of an educator who has spent his professional life serving the children and families of his community and of the state.”
The WVBE also unanimously voted Thomas W. Campbell to serve as Vice President. Campbell is a certified public accountant and was appointed to the Board in 2012 by Governor Earl Ray Tomblin. He graduated in 1983, Summa Cum Laude with a bachelor’s degree in Business Administration from West Virginia University. Campbell formerly served as president of the WVBE and is also a former member of the West Virginia House of Delegates.
Finally, the WVBE unanimously voted F. Scott Rotruck to serve as the WVBE Financial Officer. Rotruck was appointed to the WVBE in 2016 by Governor Earl Ray Tomblin to fill an unexpired term. In November 2017, Governor Jim Justice reappointed Rotruck to a full term. Rotruck is a 1977 graduate of West Virginia University, earned an MBA from Frostburg State University and is a certified Kauffman Foundation Entrepreneurship Instructor. He has been appointed by four West Virginia Governors to chair several statewide boards in economic development, tourism and venture funding.
“I am excited for the opportunity to continue my work with WVBE in this leadership capacity,” said President Hall. “ We will focus our efforts on getting our students back on track while continuing to address the challenges of the COVID-19 crisis, and we will remain diligent in addressing the needs of our most vulnerable students. I am proud of what we have already accomplished together and I know that we can do so much more for West Virginia’s children.”
The West Virginia Board of Education determines the educational policies of the State’s elementary and secondary schools and establishes the rules that carry into effect state law regarding education. All newly appointed officers assume their positions immediately.
