In order to be considered a primary instructional resource, the resource must meet 100% of the Non-negotiable Criteria, a minimum of 80% of the General Criteria, and a minimum of 80% of the Specific Criteria. All primary instructional resources must include an interactive, digital component for students and may be all-digital or online. The criteria for the primary instructional resources can be found in the chart below.

Publishers

Publishers are required to submit a correlation document for each of their materials to be considered as a primary instructional resource. These correlation documents should be submitted to WVDE as soon as possible, according to the timeline specified

Vendors

Vendors may request a state-level cursory review of their primary resources. The request is made within the registration system.

County School Districts

Each county school district will also review the resources based on the criteria documents below. Counties may use a state-level cursory review to inform the review at the county level.
